Markets: WikiDeal marketplace namespace.

The marketplace namespace holds the market portals, parallel to Gov. Each portal uses the Markets/<lang>/Portal:Name convention and organizes contracts, clauses, legal references, alerts, debates, stats, use cases and associated apps (one wiki, many apps). Phase-1 languages: English + French.

New portals start from the market portal model (nine standard sections).
