Unlike a call with a single selection round, this call remains open and rolling. Models are accepted, reviewed and ranked continuously, and reward tranches are released progressively as the collection and its funding grow.

== Authors and transparency ==
A clear distinction is proposed between the templates themselves and the people who contribute them. The templates published in the library are anonymised: no names, no dates, no places. This protects everyone involved in the original case, including third parties mentioned in the correspondence.
The authors of the templates, on the other hand, are simply identified by their WikiDeal login, which is their email address. This is sufficient for the WikiDeal team to contact them. When a contribution is selected, the team reaches out to its author to inform them that their submission has won.
In addition, WikiDeal intends to publish a transparent list of the best contributions that have been selected. The overall balance goes in this direction: the published template remains anonymous, so that the people involved in the case are protected, while the merit of the contributor is recognised in a transparent way.
<span id="verification"></span>
== Verification ==
Each template submitted to this call must be accompanied by proof of the favourable outcome. What is envisaged is that this proof will be reviewed by a validation committee that includes legal experts. Conducting this validation in partnership with a law faculty, or with equivalent structures, is being considered.
It should be noted that this open call is still under construction. There is no deadline for the moment. However, as soon as fundraising campaigns take place, priority will be given to this call, so that the validation process and the rewards can be put in place on a solid basis.

Helping people contest fines, invoices and administrative decisions is not new. A rich ecosystem of [https://en.wikipedia.org/wiki/Consumer_organization consumer organizations], [https://en.wikipedia.org/wiki/Consumer_protection consumer protection] bodies and citizen initiatives already exists and does valuable work in this field. WikiDeal does not seek to compete with these actors: the intention is to reinforce and complement what they have built, ideally through the [[Gov/en/Portal:R&D/Open-Calls:Successful-Appeals#partnerships|partnerships]] described below. In other words, this call does not reinvent the wheel: it builds on an existing base of material and know-how.

Helping people contest fines, invoices and administrative decisions is not a new field. A rich ecosystem of [https://en.wikipedia.org/wiki/Consumer_organization consumer organizations], public agencies and legal-tech services already provides template letters and guidance, and they do valuable work. What is proposed here goes in the same direction as this existing movement: WikiDeal would reinforce and complement these resources, not compete with them (see also the [[Gov/en/Portal:R&D/Open-Calls:Successful-Appeals#partnerships|partnerships]] section).
Across countries, the legal framework shares a common logic: an appeal or objection generally requires supporting evidence and must respect strict time limits. In Switzerland, the standard objection ("Einsprache") must usually be filed within about 30 days. In France, the contestation of fixed fines is governed in particular by articles 529-2 and 530 of the Code de procédure pénale.

Across jurisdictions, the underlying principles of [https://en.wikipedia.org/wiki/Consumer_protection consumer protection] appeals are similar: provide evidence, and respect the deadlines. In Switzerland, an opposition ("Einsprache") is in principle filed within 30 days. In France, the contestation of a fixed fine is governed by articles 529-2 and 530 of the Code of Criminal Procedure.
=== Switzerland (French-speaking, our starting point) ===

* [https://www.bonasavoir.ch Bon à Savoir] (also [https://www.conso.ch conso.ch]): the reference Swiss French consumer magazine, offering template letters ("lettres types") and the complaints platform [https://www.plaintes.ch plaintes.ch].
* Independent, non-affiliated citizen initiatives also exist, outside FRC and Bon à Savoir, for example [https://suisse-demarches.ch générateurs de recours administratif conforme au droit suisse] and AI-assisted tools such as [https://nofineai.ch NoFineAI] and [https://www.nextletter.ch NextLetter].

=== Beyond French-speaking Switzerland ===
* [https://www.frc.ch/association/ressources-disposition/lettres-modeles FRC, Fédération romande des consommateurs]: model letters reserved for members, covering insurance, air transport, debt collection and enforcement proceedings, tenancy, and more.
The same kind of material exists well beyond French-speaking Switzerland. In German-speaking Switzerland, the consumer protection foundation [https://www.konsumentenschutz.ch Stiftung für Konsumentenschutz (SKS)] plays a comparable role. Germany and France also offer a broad range of consumer organizations, template collections and legal aid structures. What is envisaged is that WikiDeal will start with French-speaking Switzerland, then progressively broaden its scope to these neighbouring regions.
* Recent AI-assisted tools for contesting fines (parking, SBB/CFF, traffic): [https://nofineai.ch NoFineAI] and [https://www.nextletter.ch NextLetter].

* Free template collections and citizen tools, some of them open source, for example the open-source project [https://github.com/vidaluca77-cloud/outils-citoyens outils-citoyens] (free letter generation for fines, benefits, rent, energy, and more), and legal generators such as [https://www.wonder.legal/fr/modele/contestation-amende Wonder.legal] and [https://www.genieai.co GenieAI].

=== Open licensing and what WikiDeal adds ===
Most of these resources are either reserved for members or generic in nature. They usually come without documented proof that a given letter actually succeeded, and without any ranking by usefulness or success rate. A key question raised by this call goes in this direction: encouraging the release of such templates under a free and open license, for example a Creative Commons license, so that they can be shared, translated and improved collectively.

=== What WikiDeal adds ===
What WikiDeal proposes to add is a mutualised library of proven templates: each one accompanied by proof of a favourable outcome, anonymised, classified by usefulness and by type of exception, and made accessible to subscribers with AI-assisted search. The aim is not to replace the existing ecosystem: solid material already exists, and what is envisaged is that WikiDeal federates it, verifies it, and places it under a free license. Partnerships with the organizations listed above are proposed as a base for this work.
Most existing resources offer generic templates, without documented proof that a given letter actually succeeded, and without any ranking by usefulness or success rate. What is envisaged with this open call is a reinforcement of the existing landscape: a shared library of appeal letters that are proven (each accompanied by evidence of the favourable outcome), anonymized, and classified by usefulness and by exception, made available to subscribers together with AI-assisted search. Partnerships with the organizations mentioned above are proposed as a natural basis for this effort, so that their long-standing expertise and WikiDeal's evidence-based, mutualized approach can strengthen each other.
