The Need-Driven Funding mechanism adjusts the funding flow to the real need declared by the Ynternet.org Foundation. This draft call proposes to study the criteria behind that declared need:
- What monthly amount should be considered as the real need? The base hypothesis currently retained is CHF 12,000 per month; this call would examine how that figure is established and reviewed.
- Which costs are incompressible (costs that cannot be reduced without endangering operations, such as servers or core operating costs), and which costs are reducible or optional? For example, budgets attached to Open Calls are currently considered additional, not part of the incompressible base.
- How many months of provision should the gauge target (currently proposed: 3 months)?
- How and when should the gauge evolve (review frequency, who validates changes)?
These questions go in this tendency and are proposed as a basis for discussion; nothing is decided at this stage.
Status
This is a wave 2 draft: it is announced as an upcoming open call and is not yet launched. Scope, awards and deadline are intended to be defined at launch. The general rules of the Open Call would apply, in particular the rules of the game.
